The Board for Respiratory Care is responsible for developing, implementing and administering the rules and regulations necessary to carry out the Respiratory Care Practice Act. These regulations include establishing the requirements for licensure, continuing education, as well as the ethical standards of practice for respiratory care practitioners. The Board will also be responsible for investigating complaints related to the practice of respiratory care. The Board's goal in carrying out its duties is to assure that Missourians receive the highest quality respiratory care services possible and that the profession develops in a manner that is productive for its practitioners and the state of Missouri.

About the Board Members

Cindy L. Seyer, Chairperson, Respiratory Therapist Member - Received her Certification in respiratory care in 1983. In 1998 received her Registry in Respiratory Care from California College of Health Sciences. Cindy has worked in various capacities at Southeast Missouri Hospital in Cape Girardeau since 1983. Her past positions include: Critical Care Therapist, Patient Assessment Coordinator, and Education Coordinator. She currently is the Director of Respiratory Care Services.

Arlene Hogue, Vice-Chairperson, Public Member - Ms. Hogue is the Executive Director of Habitat for Humanity of St. Charles County which helps low-income families build and then purchase their own homes and carry the mortgage interest free for the 20 year life of the loan. She is a native of St. Charles and holds a B.A. Degree in Social Sciences from Chapman University in Orange, CA. Ms. Hogue has served on a number of Boards and Commissions for the City of St. Charles, including chairman of the Planning & Zoning Commission for 13 years.

Fernando McGregor, Secretary, Respiratory Therapist Member - Graduated from Respiratory Therapy Program, San Bernardino Valley College, San Bernardino, CA in 1977. Graduated with Bachelor of Science in Business Administration (General Management), Avila College, Kansas City, MO in 1991. Graduated with Master of Science in Adult and Continuing Education, Kansas State University, Manhattan, Kansas 2002. In 1995 became a Clinical/Classroom Instructor for Respiratory Therapy Program, Concorde Career Institute, KC, MO. In 1997 became the Director of Clinical Education, Concorde Career Institute, KC, MO. Currently holds the position of the Director of Clinical Education for Concorde Career College, Kansas City, MO and is a PRN staff respiratory therapist for Hospital Corporation of America. Since 2000 has been the Scholarship chair for the Missouri Society for Respiratory Care (MSRC). Continues to be a member of the AARC / NBRC / MSRC / KRCS.

Rosemary G. Hogan, Respiratory Therapist Member - Ms. Hogan received an A.A. degree from Hannibal-LaGrange College in 1972, a B.S. degree in Respiratory Therapy from the University of Missouri, Columbia in 1977 and a MS.Ed in Adult Education from Central Missouri State University in 1981. Ms. Hogan possesses a state certification for Adult Health Occupations-Respiratory Therapy. Ms. Hogan is currently the Director of Clinical Education for the University of Missouri-Columbia, a position she has held since 1989. She has over twenty years of experience in respiratory care.

Martha A. Gragg, R.N., M.S.N., C.P.H.Q., Hospital Administrator Member - Ms. Gragg received a B.S. degree in Nursing in 1981 from Northeast Missouri State University, Kirksville, and graduated Cum Laude. In 1992, Ms. Gragg completed her Master of Science in Nursing at the University of Missouri, Kansas City, with emphasis in administration. Ms. Gragg holds Missouri and Kansas nursing licenses and is employed as the Administrator at the Sullivan County Memorial Hospital in Milan.
